Default Headlights dont work

Hey guys im new to the forum and ranger truck so far i like it. I bought an 88 2wd 4cyl ranger and it says the fuse for it is by the starter relay and i dont know where that would be. Im just getting into fixing trucks and stuff so i need some help here to figure out if the fuse is busted.

There is a fuse panel inside the cab on the left side by the door. I'm not sure what fuse by the starter relay thats talking about. I don't think the 88's had a fuse panel under the hood but i could be wrong.

If high and low both don't work, it is probably the multi-function switch (the high-low stick).
