Seems to me that the teeth on your window regulator and/or power window motor are worn when the window is in the full up position - most likely the regulator if it only happens in that position.
Similar thing happened to my driver's side power window - when the teeth on the regulator are worn out enough, the window will begin to sag - if it's the teeth on the motor wearing away, eventually it won't be able to engage the regulator and will just spin away when you press the switch.
Only way to determine for sure is to open it up and take a look at it.
One important thing - you don't want to have anything mess up with the window stuck in the "down" position - that'll buy you a whole different set of grief.
