Default No outside air

I have had this problem for as long as I have owned my truck , and now that im a member here, I thought someone might know the fix(s). When I turn on the blower(not AC), the only air that comes into the cab is hot air, even though I have the temp controller on cool/cold air. It can be freezing cold outside, but the only way to get cool air from outside is to turn the A/C on. Any thought?
