Default Blower fan speeds

I just noticed this yesterday, it seems that 1 & 2 on my blower switch are both the same speed - 2. Speeds 3 & 4 function just as the should. Wonder if there is something wrong with the blower resistor or something wrong with the fan switch in the HVAC control unit. Any ideas? I never got why cars had 4 speed blower fan switches when typically things have only 3 speeds - low, medium and high. I checked this in my Taurus as well, and in it there is definitely a difference between 1 & 2.

Update: I noticed today, that it comes and goes, sometimes there is a difference in fan speed between 1 & 2
