Hey, is there a knowledgeable good soul out there who is willing to post step by step troubleshooting for a broken horn??? For a truck from the circa 1991 vintage

My 1991 Ranger XLT is a 5 spd, 2x4 with 4 cyl/2.3 liter engine. Horn don't work, didn't work when I bought it cheap as is. I am pretty sure it isn't the horn, because I swapped the part from my old truck (same thing but a 1992). How do test and follow this-troubleshoot to isolate problem? Can you use a multimeter to test? Am I going to have to pull off my steering wheel? (that's the part that worries me...)

I try to DIY on my truck, but still pretty novice.

Anyone out there who provide some guidelines or direct me to a good resource...much appreciated. and will make a good reference for other DIYers.
