Bank 1 System 2 Oxy sensor 99.21%

Hi, When I monitor my truck when its running my b1 s2 sensor stays at a fixed 99.21 % while my others are at 1 or under 1%. So I unplugged it and get the same reading. The voltage checks seem to be normal i think, when I unplugged it i got a voltage code for that sensor. This sensor is bad am I correct??

I just put a new sensor in this morning and my reading is still 99.21%. This is beyond my normal know how when it comes to these readings and what they mean, Im trying to educate myself on this stuff a bit. Does anyone know what this means, Is it normal, or what are your readings if you have the equipment to check?? Thanks for reading my post.
