Default 98 rangerxlt check engine light does not light

Check Engine light will not come on. Suggestions please! 98 Ford rangerxlt ext cab 4x4 3.0 5 sp manual. I pulled the instrument cluster and toned out the bulb, the bulb holder, and the number 5 and 4 solder path at the connector with the bulb in and it checks out fine. The truck spit out the major evap leak detected when i checked it a month ago,(from my fill tube rotting out), but the light will not come on even when I turn on the key and we all know in pa you need that for emmissions. Are there any relays or fuses for the circuit that tells the check engine light to light. For that matter where does the signal come from(i understand the harness goes to the EEC), i dont know where that is located. Any suggestions or help would be much appreciated.

Problem solved! may help some one. I looked into where the wire went fron the wiring harness and it goes to the pcm or eec. Under the cover for the wiring harness at the pcm is where the problem was. Low and behold a wire was hanging there on a wing and prayer. The wire was repaired and the check engine light comes on now.
