Default No ground, therefore no crank

I have a no frills '03 2wd 3.0l 5spd.,no crank condition. I have no ground off the starter relay [86 spade on relay], everything else works. There is a yellow plastic panel over the terminals in the fuse box, can the panel be lifted out without breaking it. If I can see more of the terminal maybe I can figure what's wrong and fix it. I'm looking at a Haynes manual, the wiring diagram shows direct to ground from relay.

Stopped by the local "best for Ford" shop today, found out Haynes manual lies, the starter relay ground function on my '03 is controlled by the computer; pickup went for a ride on the truck.
