Default low voltage at power supply in the data link conector

tried to read codes and the scanner wouldn't come on (scanner works find on other vehc. - blue driver blue tooth obd reader) I checked voltage at power supply pin on the dlc and was reading 5. v. key on and off any ideals ? im new here so I hope I done this right lol
