Default Wipers and 4WD

This has me stumped. I have a 98 Ranger XLT 4WD, the Wipers and 4WD seem to work when the ignition switch is in the on position, but will not work when engine is running. I have checked fuses, relays and ohmed everything out. When I disconnect the Battery for a 1/2 hour and reconnect, they work until the next time I get back in it. Same thing happened when I disconnected the GEM and reconnected it. I am thinking the GEM is bad. Any other suggestions?
