Default 1998 Ranger Headlights/Fuel pump issues

Hey folks, I'm hoping someone here can help steer me in the right direction. I'm pretty new to working on trucks so I'm hoping I'm missing something obvious but here's the story:

A week or two ago I took my truck up to the ski hill, and noticed that my dash was indicating that my brights were on when it should have been just DRL's. Since it was daylight when I got home, I stupidly forgot about it and parked it. Next day battery was dead, so I replaced it.

Then, when I started the truck, my brights were showing as on when it was only DRL's (as before). When I actually turn my headlights on, the lights on my dash go out. When I turn the truck off and take the key out, the headlights stay on so for about a week I had to disconnect the battery every time I left the truck for a period of time. I looked at all the fuses and relays related to headlights/DRL's, and all seemed fine.

Finally, I tried to start the truck a couple days ago and it wouldn't start. It turned over fine but never fired up. I also couldn't hear the fuel pump going when I put the key in. Again, I checked all the fuses relating to the fuel pump visually, and tested the relays by connecting the +ve and -ve and listening for them to click over - they all did (I was told this is a good enough way to check them, someone correct me if that's wrong). I had been suspicious of my fuel pump for a while anyways, and thought maybe the electrical problems had given it the final push and killed it. Just finished replacing it and the new one isn't working either, so it's definitely something electrical.

I know I should get a voltmeter and actually check all the fuses and I will do that. BUT let's say the fuses are all good, where do I go from there?
