Default Recently Fixed Short Problem, Days later Truck Now wont Start

I was recently having an issue with fuse #20 (in the interior fuse box on passenger side) continuously blowing. This fuse was controls the brake lights, turn signals etc. It would only blow every few days and a couple days ago it blew when I had my foot off the brake and went to put the car in drive. I read many forums on this issue and eventually found a suggestion that there could be a short where the wire for the overdrive button went up the shifter. Sure enough the wire had been worn away and there was a short that I taped up with electrical tape. I put it back together and everything ran fine for about a day until one morning, I tried to start my truck and there was only the clicking from the solenoid. I recently had a starting problem a few months ago and put in a brand new solenoid and a new battery which fixed the problem. I also took in the starter a few months ago to an electrical shop who tested and cleaned it (they said it was working just fine).

I have tried jumping my truck and it still does not start and I've also tried putting in a different battery. There is 12.4 V getting to the positive terminal of the solenoid and when turning the key there seems to be 11.2V going to the ignition terminal. The motor does not turn over at all. I have also checked all the fuses and they are all fine. Looking for some suggestions on where to go from here. I have a multimeter so are there some useful tests to help diagnose the problem?

Take a hammer and tsp on the starter then try to start it. If it works your starter is bad.

Have you tried to turn the motor over by hand yet?

Put a socket and ratchet on the harmonic balancer bolt and see if you can turn the motor
