I get 16-17 city on 32"s and 3:73s. it's not impossible! 20-21 on the highway. 10 mpg is crazy even with a 4.0. Find a manual hub swap and re do your hub bearing assemblies. That will help. Fan clutch is also a big culprit for sluggishness and poor mpg. But the main thing is most likely that all your front running gear is turning every mile you drive. All the joints and bearings take unnecessary wear that way. Good luck!
