Heading to lowes to by some duct tape and industrial glue maybe look at some vice grips.

WD-40 is a good lubricator but it generally does not eat threw rust to well the best thing to use would be some Rust Buster or PB40, these actually eat threw the rust and makes life easier. Spray it on a couple times a day for a few days and it should free up the nut pretty good.

My e-brake cable broke inside the drop tube from the firewall, had to replace that section plus the long line underneath the cab, sadly the new cable for the 126" wheel base ranger is too long and my e-brakes doesn't hold the truck from rolling when on hills and the 02's do not have an adjustment for the e-brake.
