For 1999, check fuse #27. If it is blown, it could be a problem in any of the following:
- Reverse light circuit
- Pulse Vacuum Hublock solenoid circuit
- O/D Cancel switch circuit
If nothing obvious is wrong with the first two, I would check into the wires to the O/D Cancel Switch. It is fairly common for these wires to chafe through the insulation and break completely or short to ground when the lever is moved into certain positions. To check the wires, take the plastic trim off of the top of the steering column and look where the 2 wires exit the hollow shifter and make a 90* turn down the column.
If fuse #27 is not blown, it is possible that one of the O/D Cancel wires is broken but not grounding. Follow the same procedure to look for a wire break near the bend in the wires on top of the column.
