Default 99 Ranger 4.0l Shift on the Fly 4x4

So I have a question bout the shift on the fly 4x4, it works sometimes, but when its really cold....it doesnt work hardly at all and I have to drive it for a good period of time to get the engine compartment heated up then it will engage, I dont take it out of 4x4 after that because of this. Can you guys explain it to me?
