Default Rear e-brake cable question

Hi,

Is there anything wrong with how this looks? This is my 91 Ranger reg cab. e-brake cable under the side of the box behind the driver's cab.

My e-brake doesn't hold my truck on a light hill. Before I go and buy a big jack and stands and pull the back wheels off to check the pads, I wanted to see if this is something that should be attached somewhere or adjusted at this point to make the brake work better?

Right now the e-brake peddle goes right to the floor and this cable is tight but I can move it a bit.

IT couldn't be this simple but...when the brake is in the off position adjust the cable until it's tighter. Dave
