Default new rear brakes wont stop dragging!

new shoes and drums, adjusted all the way in, when i spin the wheel when the truck is on jacks it spins freely with no hang up, but when i start driving, i hear a whining noise like the shoes are rubbing on the drums. is this normal for new drums a shoes? also have all new springs in the drums.

E-brake cable hooked up properly? Or fully off?

i dont think it is, how would i adjust my parking brake cable? my truck doesnt seem to be effected in any way by the dragging. and the ebrake works great. idk if i might just be alittle to tight?

1993-2005: The parking brake on all models is completely self-adjusting. No means of manual adjustment is provided.

I would say that probably, if you've dialed in your rear drums all the way, and they're dragging when you drive forward, do the following:

Put your truck in reverse. Do a series of quick stops, after about ten or fifteen feet (an empty, or nearly empty parking lot would be good for this). After about ten or twelve quick stops, your shoes should be seated (which sounds like the problem to begin with).

In essence, you have to seat the shoes in the drums like you would with pads on disc brakes.

The new drums came with a cross-hatch pattern on the friction surface didn't they? Give it a week or so it, should go away. As mentioned shoes need to break-in against the new drums.
