Default 1996 Ford Ranger 4.0 2wd with Transmission Problems

I have a 1996 Ford Ranger with a 4.0 and 2wd with some transmission problems. When I bought the truck it had a brand new transmission but they could never get it to move. The linkage is all hooked up and working on the transmission and also the electronics. I have been stuck on this for 2 weeks now and can not get it figured out. I figured if the linkage on transmission moved then by laws of nature the transmission should go into gear. It has got me. I have checked everything I can and did what I can and now I am going to turn it over to you guys to lend a helping hand. I want to thank everybody in advance for any sugguestions and all the help I can get.

Fluid level?
is it correctly installed?
Is the torque converter there?
pictures?

diagnosing stuff like this over the internet is like doing surgery blindfolded
