Default timing belt/cam timing issue

i have a 95 ranger 2.3L, my belt has 190k on it, it has been miss-firing and i think it finally jumped a tooth or more than one tooth on the crank sproket .. i might have one slightly bent valve

does anyone have any suggestions on a good way to verify the tdc on the crank w/o the balancer/dampener on the crank

or to verify the accuracy of the balancer so i know tdc is accurate

im replacing the belt today/tomorrow, so any tips/tricks for the tensioner and other items will be helpful as the chiltons manual is not great
