I don't know where it came from. all I know is that the handle for the parking break release is really loose now. the parking break works just fine. but it's just really loose and jittery now and it's driving me nuts

Call local Stealership and talk to parts explain and they will show you the way. Or I have been told that Gorilla glue fixes everything? ? ?

On the example, there are two springs as noted.
The tension for the foot lever comes from a spring mechanism attached to the cable under the vehicle, so it can not be what is laying on the floor.
The easiest way to replace the parking brake pawl spring would be to replace the entire mechanism.
The parking brake release handle spring can be replaced in place with a spring and needle nose pliers.
