Default 1995 ford ranger Front brakes, hubs, locking key

Basically did the front brakes everything went properly after brakes drove the truck and basically making a weird noise alot of clunk while driving lifted the truck, and wiggled the tire theres alot of play.

2 Things I can think of, passenger side brakes had 3 washers look like shims and the drivers only had 2 washers???

OR

Passenger side i tightened the axle nut and put in locking key, but on drivers side when i put in the axle nut i seen the locking key close by so i spun the axle nut back pretty much loosening to put in the locking key.

IF not that, any other opinions
