Default Wonderful explorer transmission mystery

Okay. This weekend I replaced the transmission in my soon-to-be brother in laws expo sport. Yanked the old one out, no problem. Fill the new one (rebuilt by previous owner) with fluid, and ratchet it into place. Hook up all the wires and the gear selector. Remount the xfer case and drive shafts and get it all buttoned up real nice. No real big problems. And we roll it off the ramps, start her up, and she wont engage. Double checked all the connections and based on the fluid on the floor, I know its low, we add a quart, thinking it will engage, even if it is slipping. The TC is brand new, they internals are all smooth and shiny, no debris in the fluid in the pan. We pull it behind my rig trying to get some motion in there to circulate the fluid, thinking that it was really low. Nothing. the engine just free spins. Any thoughts?
Here are the theories I have heard:
Flex plate is cracked.
Broken shift forks keeping out of gear.
Bad TC.
More fluid.
You suck at installing transmissions. (my brother :/ )
broken input shaft, broken output shaft. (both look okay)
Bad Xfer case.

Any help in this matter is appreciated.

Did you forget the to bolt the torque converter to the flex plate? I know it sounds dumb, but I worked at a tranny shop and saw it happen several times. Are you sure it was rebuilt properly? I would have the valve body tested at the very least, it the the brains of the trans. tells the fluid where to go and which clutches to apply when. Could be several things, may be a cut seal, internaly causing low pressure. See if you can find a manual for the trans. and do some basic pressure checks.

did you put fluid in the torque converter before you put it on?

I put fluid in the TC, but spilled a lot of it getting everything put in. Ya know, I dont think I did bolt it up. If I didn't, Im gonna feel real real stupid.
