Default Automatic won't shift until it warms up

Hello all. First post. Be gentle!
I just inherited my dad's 1990 Ford Ranger, 2WD, 4.0L V6.
It has around 111,000 miles on it.
The first week or so it performed fine, but now it won't shift out of first until it warms up - after about 45-60 seconds on the road.
It stays in 1st, and I'll keep it under 4000RPM for almost a mile or so. Then it will shift through to the proper gear, and it will work fine until it sits and cools off.
I checke dthe fluid, and it was about a pint low, so i topped it off, but that didn't help.
What's next? Filter change? Any other ideas?

yea start with a fluid and filter change. Make sure you use the right fluid. Calls for mercon V.

Check the vac lines to the shift modulator. Also maybe the modulator is going bad.
