Unhappy Having issues with the 4wheel drive

I'm getting my dads busted ass old ranger to use for college and work so my wife and drive the subi around. My only issue with this is the fact that since he bought the truck (used) the 4x4 has never worked. Its an electronic system I believe you got the switch on the dash that is it. I'm use to manual systems just shift it into neutral and into 4wheel drive. So I need to know how to fix this before winter hits or I get stuck in some mud. Right now when you drive the truck on the instrument panel both the 4x4 low and high lights blink on and off for alittle then shut off for alittle come back on blinking while you drive and you can turn the 4x4 switch all you want, nothing is going to happen. any one else have this issue or know what I would need to do to fix this?

Some detail about the truck might help, like what year and model?

Sorry forgot about that part. It's a 1998 Ford Ranger with a v-6 don't know the size though. The trucks in Cincinnati at the moment.

The engine is the 3.0L / 182
