Check the fluid level. If it can eventually engage, then that means the gears are still able to grab (i.e. not burned up), but it takes some revving to build up the necessary fluid pressure to kick them into place. If it's low, find out why. Make sure there aren't any leaks, and check for any evidence of coolant mixing with the transmission.
The valve body gasket is a common issue on 2002 and earlier XRXXE transmissions, so that very well could apply to you. It tends to blow out right around the reverse solenoid, or occasionally near some of the shift solenoids (there are four of those total, plus one torque converter clutch solenoid and EPC solenoid). You check it by dropping the valve body and looking at the gasket quality. If it's blown, you'll know.
