Default Noise while braking?

Lately, most of the time I press my breaks, I hear this weird chugging noise. It sounds like a mechanical grinding or rubbing or something. It only does makes the noise after I've been slowing down a bit, around 15 mph or less. Stopping at stop signs brings the noise almost every time.

could it be that my brake pads need replacing?

Yes. Run for finger on the rotor (front wheels) when they are cold. Thay shops be smooth. If not you might need to replce the rotor. If it's the rear brakes you'll need to take off the drum to check.
