You can use tooth paste to fix scratched CDs as well. If anyone still uses CDs that is lol

No. I just squeezed a lot of toothpaste on the headlight and rubbed it till it dried and rinse with water

I have done this before but did not work. I know I used the different toothpaste tho which made the difference

If that dose not work I always wet sanded my headlights with 1500 grit, then let it dry and wipe them clean and use some clear coat (from a rattle can) on them. They look good as new and it lasts longer than buffing them does.

I've used mothers polish with success on headlights before.

I recommend a 1:1 mixture of Minwax Spar Urethane and Mineral Spirits. The Minwax is used on exterior decking so it's made to withstand weathering. Just do whichever sanding process you like and then clear coat it with this mixture. Mine have been sealed with this mixture since August and haven't faded.
