I know for a fact this works for the outside. No need to take off your headlights. Use an old toothbrush to put the toothpaste on, wipe off with a rag, clean off with windex and wipe off with a towel again

i know not to take the headlights out, but what about the lense cover? You are saying I can just use the paste and brush right on the outside of the lense?

and that will take the fog off
