this is the one i got. i think it was $90 shipped with the gun and two or three mixing tubes. worked well.

You must be seeing a different photo of the subject than the postage stamp size jpeg I'm seeing if you can even see the damage.

Anyone who's mechanically inclined enough to weld in patch panels could easily throw together something to get that epoxy out of the tube and mixed. It ain't rocket science. I would expect a tube to do at least 10' of seam. If it needs more than that, there's not much truck to fix.

If the truck has rust started, it will rust through somewhere else before the bonded (or welded) fails.

Well both of you do make good points, but I have to disagree with you on the welding part. If you hired a welder yes it can cost, but getting a 120V welder is alot easier than it used to be. You can now get either a stick welder for $225 bucks or step up and get a mig/flux core welder for $265 bucks at walmart and they carry everything you need except the gas. The up front cost isn't great, but it will pay for itself over time. Plus if you learn how to use the Fluxcore welder you won't need gas. The stuff you're talking about isn't a good idea for his application. He could fix his with a patch panel. And if he removed the entire bed panel he could see exactly how much rust is there. The stuff you're talking about does have some good qualities, but it tends to be expensive and if not done the correct way, cause alot of problems. I think him getting a welder and learning how to use it would be the best course, because if he finds more rust, he can fix it himself. You're right about one thing though. If you find rust in one spot you'll most likely find it in another spot.

I would encourage him to get a welder too (a Miller 185) and a 12 X 36 metal lathe and a Bridgeport mill. I have all three and love to use them but I would use panel bond for autobody patches.

I don't encourage its use too much cause it is expensive. For patch panels, weld them in place. Panel bonding is for an entire body panel like a bedside, or front fender. No body doubted you either, just alot of us didn't agree with bonding agent for a patch panel. That is some good stuff now, but just wish it didn't cost so much.
