You must be seeing a different photo of the subject than the postage stamp size jpeg I'm seeing if you can even see the damage.
Anyone who's mechanically inclined enough to weld in patch panels could easily throw together something to get that epoxy out of the tube and mixed. It ain't rocket science. I would expect a tube to do at least 10' of seam. If it needs more than that, there's not much truck to fix.
If the truck has rust started, it will rust through somewhere else before the bonded (or welded) fails.
