Your going to have to wetsand it and then buff it out, pain in the ass but that way you will get the best results.

you're most likely going to need an aggressive claybar( the ones from autozone probably wont work), look here
If that does work, try stepping up to Meguiar's ultimate compound, or Meguiar's heavy duty rubbing compund paste in a tin.
if that still doesn't work then your only option left is wetsanding and buffing. What make this a little more difficult for you is the location of the over spray. From my experience measuring paint thickness before correction 99% of the time the thinnest spots of clear were the edges of fenders along with some other spots.... so you will need to carefully sand with 1500 paper. Your best bet is to do 2-3 swipes, clean area and see, and keep repeating with only 2-3 swipes of the sand paper until you are successfully removed the overspray. if you don't have a polisher available, then I would sand with 2000 grit paper (just a couple more passes) then with 3000 grit paper (couple more passes), and the grab one of the 2 Meguiar's products mentioned above, a foam applicator pad, and rub your little heart out to remove the sand marks. I would not recommend doing this on your entire vehicle as you will run out of energy, but a spot here and there should be fine.

Simple use oven cleaner , if it don't go , wet sand it off and then compound and buff and boy Did I have a good laugh at some of your answers lol, The area the wheel sits in is the well , its not an actual part just an area that is covered by a plastic splash shield . there is a fender sitting on a fender support up front covered by a shield and in the back is an inner and outer quarter sometimes also covered by a splash shield and these plastic shields we usually just clean the overspray off with thinners . I'd try clay bar and then scratch-x... best option would be for the shop to fix it but not good if you don't trust them to get it right.
