Re: Need to get surface rust off pacer rims.?!?.
scrub it with a brillo pad & a pail of water, follow with some turtle wax chrome polish.

If skylarks method doesn't work you can try using a chrome polish such as simichrome. If your wheels are pitted, there is no saving them.

Re: Need to get surface rust off pacer rims.?!?.
I've got the turtle wax chrome polish & it just made them very shiny haha. In some spots in the 1 or 2 of the rims they are pitted a little bit. Guess I'm screwed then, if I paint them black will it stick to it right or is that just a bad idea altogether.?

did you try the brillo pad? they work wonders with rusty chrome.
pitted areas however they can't help. sometimes if they are small you can kinda buff around them and they'll be less noticeable, but pitts are basically where the chrome has peeled off revealing bare metal underneath which will rust.
you can paint them, but they must be scuffed to a dull finish. sand any pitted areas flat, then wipe them off with wax remover or something similar. then paint

Using 0000 steel wool is another good method then seal the surface so that rust won't come back easily..
