My system was formed at an amazing price. I got two pairs of my Rockford Fosgate 6x8's for the price of one, my headunit was already purchased and came from my mom's car (who got the old aftermarket head from my Ranger), the bass tube was a Craigslist buy for $45, and the amp was free from a guy at my dad's work. All in all my system cost around $115.
As for the tubes, I'd say they are very underestimated. No, there isn't any SPL and no, you can't hear it outside the vehicle unless the window is down, but it provides a great system accent to fill in the bass and actually goes beyond that with the right positioning and levels.
