Check valve (fuel pump). Do test.

No not sure how..just tested rail pressure...runs drives great just below 20 degrees have to cycle the pump then starts and drive. Fine

Cycling the key a handful of times then turning the key and starting it, and if it consistently responds favorably to this (and the converse still applies) is a very good hint that it's a check valve issue.
