Default 99 2.5L Engine Cranks, but won't start after replacing broken timing belt

Ok first off, new to the forum... 1999 2.5L 4cyl manual transmission, timing belt snapped while driving.. I have replaced the timing belt, aligning all marks on the crankshaft, crank pulley, oil pump pulley, and Camshaft pulley.... I am at TDC, I have spark, fuel pump is engaging, engine cranks over but will not start.. thought I may of been 180 out, reinstalled belt again, same issue...

I did put Crank/pulley and harmonic balancer back on before trying test start, I have half a tank of gas, compression is good, ... I've exhausted all of my thoughts on the matter and need some ideas as to what to try next.. would either the crank position sensor or cam position sensor cause this?
