I would check your pressure regulator. As you have a '95 Ranger, you should be able to access it without removing anything else--I'd check the electrical connections for corrosion, and also compare the pressure at the pump to the pressure on the side of the regulator where fuel should be going to the fuel rail. If you aren't getting any kind of pressure past the regulator, that is what is probably bad (and a lot cheaper than replacing the fuel pump, lol).
