Because it's not an issue. Flooding is a common occurrence in the South, especially Louisiana. That said, it's only my back yard (I live on 4 acres), that floods like that. At most, it happens once every year, but lately, it's only been happening once every two or three years. It makes for a fun two or three days. I tried to take my truck through it in 2wd last time it happened. I got stuck in no time.
ETA: I live in North Louisiana. It's far worse in South LA. This is how they build their houses down there:
