The cooling system is just not refilled all the way.
On a COLD engine, fill the radiator up all the way and fill the reserve tank 1/2 way. Unless you have the tank integrated into the top of the radiator, in which case, just use the full line. Leave the cap off. Start the engine and turn on the heat. Let the engine warm up. Once it reaches operating temperature, the thermostat will open and allow coolant to flow through the radiator. The level will probably drop. Keep refilling it to keep it topped off until it no longer drops. It may even begin to rise. Pop the cap back on. Done.
