Question Engine Races when stopping. 2.3, 5 speed

After replacing the cracked head on my 95 2.3 Ranger, I also replaced the TPS, Idle Control Valve, Temp Sensor (next to thermostat), thermostat, Fuel sending unit/fuel pump, water pump, timing belt, fuel filter, Canister purge valve solenoid, cat converter, air filter, plugs. I checked for vacuum leaks with a can of brake cleaner (spray), I drained the fuel tank and added Berrymans with a tank of premium Chevron. I have also cleaned the throttle body, butterfly valve etc.

NO LUCK, THE ENGINE RACES AT STOPS & RED LIGHTS FOR UP TO 5 SECOND'S BEFORE IT DROPS TO A NORMAL IDLE. SOMETIME WHEN I START IT FOR THE FIRST TIME OF THE DAY, IT BLOWS OUT A WISP OF WHITE SMOKE. TRUCK SEEMS TO RUN WELL. LOTS OF POWER.

Truck is a 5 speed, it had sat up for about 3 years. I know it is using lots of gas while doing this. I don't have a tach, so can't tell what the RPM's might be.
