there is not a lot of fabrication needed. replace the core support with the new one, then bolt the rest on. the core support will be the hardest part. requires cutting the spot welds on the old one and welding in the new one. as long as that's in the correct spot, the rest is simple. the bumper may require a little fab, but it's not even required to do the swap. just completes if you want. i've seen pics of the bumper being used by just drilling a couple new holes in the brackets and bolting it right to the frame.

no, 98 is not the same as a 93-97. 98 was the first year of the 4th generation. 93-7 is the same, 98+ has the different core support.
once a 98 core support is put in a 93-7 truck, anything up to 2011 is pretty much a bolt on deal.
