you can make one right down through the fender well, unless you go under water alot, the air pulled in does not sit over the tire so the water don't go in, if your worried you can put and elbow on it, by the way you use pvc pipe and guaranteed the air in your fender-well going down the highway is 70 degrees lower than under hood. at idle I would guess it could be up to 90 degrees lower temp than under hood. you haft a put this cold air intake in through the bottom of your air box and fenderwell and know how to use a hole saw.
