OK I get the first part of torque to 51 ft lbs. But unsure how to do the 90- 100 degree thing??????

I have a 1998 Ford Ranger XLT. 2.5 Litre 4 speed w/ od. I have never owned a ford truck and purchased this one at a Farm auction for 1500.00.
