Default Fuel Guage issue

I have a 99 Range that I bought last June and the fuel gauge has never worked. I am fixing the truck as I go, and am now ready to tackle the fuel gauge. The gauge has always read past the full mark and never moved. I just fill it up every 250 miles or so.

A few years ago my son bought a 88 Ranger that did the same thing. We went to the salvage yard and bought a sending unit, replaced it and it worked.

Yesterday I was near the salvage yard and bought a sending unit. Today I decided to connect it to the wire harness to make sure it solved the problem before I drop the tank and I still show the same thing on the gauge, even though the float is all the way down. The pump does run for a couple seconds when I turn the key, but the gauge never moves. Any ideas on what to do next, and was my trial conclusive, or does the engine have to actually start before the gauge will read accurately?
