Is the temperature gauge on the dash reading normal? If so, it is probably the hot water valve to the heater core stuck closed. Under the hood right where the hoses go through the firewall, there is a little box on one of the hoses and it has a vacuum line attached to it.

When you set the HVAC to OFF or MAX AC, it uses vacuum to close that valve, shutting off the hot water to the heater core. IMO, this is completely pointless and accomplishes absolutely nothing. And if it gets stuck closed, you have no heat.

Pull the vacuum line off and use some kind of poking apparatus to push inward through the hole the vac line was attached to. This will push the valve back to the open position. It is supposed to return to open with a spring, but they break. Cap off the vacuum line and leave it.
