Default 90 rnger 177 cu in fuel injection low mileage issues

Howdee.
I have 1990 dual cab with 177 cu in; bought running and usable. Later she was cutting out and we found silicon globs in the fuel tank clogging the tank filter. Removed all of that, flushed tank totally, replaced fuel pump and both filters. Ran fine.
Now stalls and misses a bit at first when started, then clears and idles/runs normally. Good power, but the mileage is ~11 mpg. Can't live with that.

Any advice? It has a new distributor and HD cap; h2o pump, radiator, and all vac lines were replaced. Runs too cool and I do need to install a thermostat. No leaks in intake tube and air filter is new and sealed in OK. Good power. Cleaned system with Chemtool after original repairs.

I need to smog it and use it daily. Need input on mileage problem.
