40 psi is low for a 98 2.5. You could have a stuck injector, clogged fuel filter, or faulty regulator or weak fuel pump.

Get a stethiscope or use a piece of rubber tubing and listen to each injector. A malfunctioning injector will sound different from the good ones. Change the fuel filter since its cheap to replace. You will need an A.C. Disconnect tool to change it and can find that at any autoparts store.

Fuel pressure is to low. Change the fuel filter. If the pressure stays the same you need a new pump.

New bosch pump installed with no improvements.
I also swapped injector 4 with 1 so let's see if it throws cylinder 1 misfire now.

Did you replaced the entire sending unit or just the pump?

it's not the fuel pump

Fuel pumps do 1 of 2 things
They work or they don't

The guy has KOER FP of 36 psi. That is a problem. Maybe he has a kinked line, all I know is the truck will not run right at 36 psi

I just replaced the fuel pump, when I swapped the injectors I took a look at the spark plugs intake side and they where all black (rich) I also swapped coils I did noticed a better response with the fuel pump and coil swap but miss is still there. I forgot to mention I got no cats and no o2 sensor. I'm waiting for misfire code to come up on scanner to see if hopefully it tells me cylinder 1 is misfiring. Guess I need to drive it longer.

Could it be the injector?

While I wait for the CEL to give me confirmation, could I get away here in California with one CAT or do I need to install 2 for smog purposes?
My ranger does come with 2 cats right?

I suggested a simple test to tell if you had a bad injector. Did
do the test.

If you did'nt you still have the old regulator plus rubber lines on the sending unit which may be bad. Did you recheck the fuel pressure.

You need both here. Are both o2 sensors missing.
