Default No brakes at startup sometimes.

I have a 96 ranger 2.3 liter motor I drive everyday to work. Some mornings I push in the clutch to start it and the brakes are hard and it starts to roll down the driveway till I get it started. After it starts brakes are just fine. Would this be a vacuum leak and could this be contributing to a occasional rough idle that clears itself up after a few seconds? Thanks

After you shut the truck off is the pedal hard. You may have a pinhole in the booster diaphgram or your brake booster check valve could be leaking. The valve is cheap and easy to replace just change it. Use the E-brake until you start your truck!!!

Brake fluid is always full.

No brakes are not hard after shutting off. It only does this sometimes, most times completely normal.

No engine = no brakes.

Power brake systems build pressure from a running motor. Usually, a power brake system will have one good pedal action's worth of stopping power. After that one pump of the brake pedal with the engine off, pressure is lost.

Much like heat or A/C, these need the motor running to work.

Yeh I suppose, normally it has 2 or 3 pumps left in it but then other times it has none.
