I had a no start problem on an old Jetta (89) and it was a crack in the distributor cap. It caused the spark to be weak. I thought I had spark but it was a poor quality spark. The spark was yellow when I looked at the plug firing against the block, once cap was replaced, it was bright blue. The car started right up afterwards. I know the new ignition systems are more robust but just thought I would throw this out there.
Does your 99 use the two coil packs? If so could you swap them as a test? I am not sure if they are interchangeable. How did the starting fluid work?

Hammer,
Starting Fluid didn't solve anything.. I have checked spark on both sides of the engine, new plugs, they spark pretty good, it's possible that they are too weak, but should of fired with ether, which leads me to believe that there is still a timing issue-- maybe the crank has jumped out of alignment inside the block, as all the marks still line up correctly.. It has tried my patience, so I'm letting it sit for a while and maybe I'll get back to it or maybe it will end up in the scrap yard.. haven't decided yet..

Is gas getting in the cylinder chambers? Ie spark plug hole wet. Have you checked distributor connections etc.

had the same problem, did you check your crank position sensor?

Did you ever figure out the problem? I'm going through the SAME thing with my truck, but unfortunately its our primary vehicle... If you solved it, please tell how.
