Default 2.3L vacuum issue?

Just replaced my 2.3 with another 2.3. Installation and reassembly seemed to go well. started the motor for the first time yesterday and the RPM's shot to 4K+. Called the guy who sold me the motor and we spent a couple of hours trying to troubleshoot the problem. He shot WD40 around the top of the intake and throttle body. He didn't find a leak, but when he blocked off the air horn the motor continued to run. he has suggested that I have a huge vacuum leak. I removed the intake and reinstalled it with a new gasket. I also replaced some bad vacuum lines and repaired some that broke. The brake booster seems to hold vacuum when we checked it. I am at a loss as to what is causing the motor to race as it is. I've been told that the intake isn't tightened in the correct sequence that could cause the problem. I tightened the outside 4 bolts first using a crisscross pattern then the inner 4. Would that make a huge difference.

I appreciate any and all help I can get on this matter.

I did. Turns out my son forgot to scrap all of the old gasket off the block. Once I got that off and reinstalled the manifold everything was fine. Other issues have arisen but they are minor.

On another matter, I know I'm new to the forum, but I'm sure someone out there could have came forward and volunteered some words of wisdom. However, no one did. I'm somewhat disappointed that no one felt they could help me.
